Social Specialist

About the role

The Social Specialist will lead the design, implementation and monitoring of social management initiatives for infrastructure projects, ensuring active citizen participation and effective communication with communities and institutional stakeholders.

Key responsibilities

• Develop, implement, and update the project’s Social Management Plan.
• Design and execute Social and Health Education Plans and Social Intervention Plans.
• Promote citizen participation and maintain communication with communities and institutional stakeholders.
• Organize workshops, training sessions and awareness‑raising activities.
• Coordinate social promotion and environmental education activities within the project’s area of influence.
• Identify, assess and manage social impacts arising from construction activities.
• Receive, register and follow up on community complaints, claims and suggestions.
• Monitor the implementation of contingency plans and social/environmental measures.
• Coordinate with government institutions and key social stakeholders.
• Prepare periodic social management and complaint reports.
• Support verification of compliance with contractual commitments related to social matters.
• Participate in technical meetings, prepare minutes and maintain ongoing communication with the client and communities.

Required profile

• University degree in Sociology, Social Work or a related field.
• 3–5 years of experience in social management of infrastructure projects.
• Experience in social development, community work or urban/rural intervention.
• Proven ability to implement social management plans and citizen participation initiatives.
• Experience handling complaints and social conflicts.
• Desirable experience in water infrastructure or sanitation projects.
• Critical requirement: experience applying social policies of multilateral organizations (IDB, World Bank, etc.).
