About the role

The Human Resources Business Partner (HRBP) will lead the full HR function for a governmental organization, ensuring compliance with labor regulations, strengthening organizational culture and fostering effective relationships with internal stakeholders.

Key responsibilities

• Lead overall HR strategy and management.
• Design and implement talent management policies, processes and programs.
• Manage labor relations and maintain effective dialogue with employee representatives.
• Lead collective bargaining, agreements and handle complex labor situations.
• Supervise recruitment, selection, training, performance evaluation, compensation and organizational development.
• Ensure compliance with labor legislation, institutional regulations and internal policies.
• Manage multidisciplinary teams and promote a high‑performance culture.
• Present HR metrics and reports to senior management for decision‑making.

Required profile

• Bachelor’s degree in Psychology, Business Administration, Human Resources, Law or related fields.
• Preferred Master’s degree in HR, Business Administration, Labor Relations or similar.
• Proven experience in senior HR managerial or director roles.
• Experience in large, administratively structured organizations.
• Strong background in labor relations and collective bargaining.
• In‑depth knowledge of labor legislation and employee relations.
• Demonstrated ability to lead large, diverse teams.
• Excellent negotiation, conflict‑resolution and decision‑making skills.
• Strategic thinking, executive judgment and results orientation.
