Chief of Party II – Program Director, Rio Lempa Conservation and Restoration Program

About the role

The Chief of Party II will serve as Program Director for the Rio Lempa Conservation and Restoration Program, a 20‑year, $200 million initiative aimed at revitalizing the Rio Lempa watershed in El Salvador. Reporting to the Program Supervisory Board, the Director will lead a multi‑disciplinary team to restore ecosystem services and promote sustainable livelihoods.

Key responsibilities

• Provide overall strategic leadership and day‑to‑day management of the Program.
• Coordinate with government agencies, NGOs, and the Environmental Investment Fund of El Salvador (FIAES) to ensure alignment with national water and environmental policies.
• Oversee implementation of restoration activities, including forest conservation, regenerative farming, green infrastructure, and water‑treatment projects.
• Monitor and report on key performance indicators such as water quality, dry‑season flow, and farm‑based incomes.
• Manage the Program budget, procurement, and compliance with donor requirements.
• Facilitate stakeholder engagement and capacity‑building for effective water and land governance.

Required profile

• Extensive experience managing large‑scale environmental or development programs in Latin America.
• Proven ability to lead multi‑partner collaborations and navigate complex stakeholder environments.
• Strong understanding of watershed management, climate‑smart agriculture, and water resource sustainability.
• Fluent in English; Spanish proficiency highly desirable.
