Local Anti-Corruption Consultant

About the role
UNODC is seeking a national consultant to lead the design and implementation of a new Institutional Strategy for the Prevention of Corruption for the Judicial Branch of El Salvador. Working remotely and in close collaboration with the Supreme Court of Justice, the consultant will build on previous anti‑corruption initiatives and align them with international standards.
Key responsibilities
- Conduct an institutional diagnosis of the judicial branch, identifying gaps, risks and existing controls.
- Develop an institutional model for managing corruption risks and update the Anti‑Corruption Strategy in line with UNCAC and the Bangalore Principles.
- Design an Anti‑Corruption Programme, action plan and monitoring framework, including mechanisms for reporting, evaluation and continuous improvement.
- Provide technical guidance to the Supreme Court on implementing risk‑based management and integrity measures.
- Prepare deliverables such as reports, policy documents and implementation guidelines within the contract period (15 Aug – 15 Dec 2026).
Required profile
- National of El Salvador with proven experience in anti‑corruption, governance or judicial reform projects.
- Strong knowledge of the United Nations Convention against Corruption (UNCAC) and related best practices.
- Demonstrated ability to conduct institutional analyses and develop strategic policy documents.
- Excellent analytical, writing and stakeholder‑engagement skills.
