Tourism Development Consultant – Spain & Portugal Best Practices

About the role

The Inter-American Development Bank seeks a consultant to identify and systematize best practices from Spain and Portugal that can strengthen Uruguay’s tourism sector. The consultancy will cover tourism supply, promotion, and regulatory frameworks, delivering actionable recommendations for adaptation in Uruguay.

Key responsibilities

• Develop a detailed work plan and methodological framework covering comparative analysis, data sources, and deliverable structure.
• Analyze best practices in tourism supply, focusing on product diversification, innovation, digitalization, sustainability, and specific sectors such as wine and gastronomy.
• Assess tourism promotion strategies, including branding, digital marketing, market segmentation, and public‑private coordination.
• Review regulatory and institutional frameworks, examining governance models, incentives, quality standards, and sustainability certifications.
• Prepare policy recommendations to enhance Uruguay’s tourism products, promotion mechanisms, and regulatory environment.

Required profile

• Bachelor’s degree (post‑graduate preferred) in Tourism, Economics, International Relations, Public Policy, or related fields.
• Minimum 7 years of professional experience in tourism policy, territorial development, and international comparative studies.
• Proficiency in Spanish and English (written and spoken); French and Portuguese are a plus.
• Citizenship of an IDB member country and no close family ties to IDB staff.
