Technical Advisor Sr, Development Bank Partnerships

About the role

The Senior Technical Advisor (STA) for Development Bank Partnerships leads CRS’s engagement with Multilateral Development Banks (MDBs) and other development‑finance partners. This remote role focuses on identifying, designing and advancing financing opportunities that support programming across Central America, especially in El Salvador, Guatemala, Honduras and Nicaragua.

Key responsibilities

• Lead CRS’s strategy, relationship management and resource mobilization with MDBs such as CAF, the World Bank, GEF, BCIE and the Inter‑American Development Bank.
• Serve as the technical lead on MDB financing structures, including sovereign and non‑sovereign loans, co‑financing, climate finance and blended finance.
• Develop and share guidance, tools and lessons learned to strengthen organisational capacity in development‑finance mechanisms.
• Identify, design, structure and advance financing opportunities in close collaboration with regional, country and global teams.
• Provide technical leadership in proposal development, project design and partnership development to ensure compliance with CRS standards and donor requirements.
• Represent CRS at MDB forums and engage high‑level donor and government stakeholders to influence future funding mechanisms.
• Support organisational readiness by building staff capacity and documenting successful partnerships for knowledge management.

Required profile

• Senior‑level professional with extensive experience working with Multilateral Development Banks.
• Demonstrated expertise in financing structures such as sovereign loans, co‑financing, climate finance and blended finance.
• Proven ability to lead cross‑regional teams and align finance opportunities with program strategies.
• Strong knowledge of development‑finance partnerships in Central America.
• Excellent communication skills for high‑level stakeholder engagement.
