Finance Manager

About the role

Creative Associates International seeks a Finance Manager to oversee financial management and oversight for the CLFDP program, ensuring liquidity, compliance, and accurate reporting.

Key responsibilities

• Maintain program liquidity and cash‑flow planning to meet operational needs.
• Establish internal controls and checks to mitigate financial risks and conflicts of interest.
• Ensure all financial records are complete, accurate, audit‑ready, and compliant with U.S. State Department award requirements and local laws.
• Monitor program budget, conduct budget‑to‑actual analysis, and identify potential variances.
• Process payments, invoices, and payroll in accordance with award requirements and Creative policies.
• Provide financial guidance, training, and oversight to staff, sub‑recipients, and partners.
• Prepare quarterly, annual, and monthly financial reports and coordinate reviews with Home Office finance teams.

Required profile

• BA in finance, accounting, business or related field (MA preferred).
• Minimum six years of professional experience, including at least four years in finance or accounting.
• Demonstrated experience managing program budgets, cash flow, and financial reporting for U.S. government‑funded projects.
• Strong knowledge of U.S. State Department award requirements, FATF‑aligned regulations, and local El Salvador tax and VAT rules.
